I am trying to download software on a 7960 with sccp software but i check the debug its looking for sip software. I factory reset it hoping it will wipe it out but it still looks for sip software. how can i remove that.

What do you use? CUCM? CUCME?

Factory reset in a 7960 doesn't delete the firmware. In CUCM , in the phone configuration page, there is a field calle "phone load name", in that field you should write the SCCP firmware you want to load into the phone. The SCCP firmware must be uploaded to the CUCM first if it doesn't have one.

I'm using cme 7.0 I have all the sccp files loaded on it. I did a tftp debug events and it's looking for the sccp file which is there but doesnt load it just keeps looking. I changed the tftp to my computer pointed To folder with all the files and i can see in solarwinds it looks for sip software. I edited the sip files in notepad and changed the names of the sip loads to the sccp loads but it doesn't seem to work.

Ok i got it work. One other question i had is if the 7960 is disconnected from cme and powered on with a ac adapter should it load with the saved previous config. I noticed 7945s load up fine with an ac adapter into the previous config/extensions/etc without cme running. Is this normal for the 7960 not to boot with a config upon reboot.

If the phone doesn't register it can't have an extension.
