I wanna play online at GGPO but they say you have to forward UDP port and convert dynamic ip to static ip to connect to their server for online gaming.
I have PTCL Wireless Loop Phone Set and I connect my net through it, I don't know where is their routers and how to port forward and how to ip converting.
Any suggession or help?

Sounds like you're not too clear on how you connect to the internet. You should talk talk to your service provider about getting a static IP and port forwarding.
